Julie Silas, JD, is a Senior Attorney at the West Coast Office of Consumers Union, the advocacy and policy division of Consumer Reports. Ms. Silas is a lawyer and researcher with more than twenty years experience in health advocacy. Her work focuses on implementation of health reform, particularly in California. She is actively engaged in health care policy development with Covered California (California’s Health Benefit Exchange), as well as other state agencies, particularly on issues involving eligibility and enrollment, benefit design, marketing and outreach, network adequacy, and health insurance literacy. In a previous incarnation, Ms. Silas co-led the CU team working to preserve billions of dollars in health care philanthropies. In addition to her work at CU, Ms. Silas was a Program Director for both the Healthy Building Network and SF Bay Area Physicians for Social Responsibility, working on environmental health issues. In her early career, she was a legal services attorney in Massachusetts. She is a graduate of Northeastern University Law School and received her undergraduate degree from Lewis & Clark College. Prior to law school Ms. Silas was a sign language interpreter.
