one issue that is becoming increasingly important as states use or improve their rate review is how much surplus an insurer should hold for solvency protection. Surplus is the difference between a health insurance company’s assets and liabilities. In other words, surplus is primarily retained profits that are built with consumers’ premium dollars and held by insurers.
